The John S. McCain National Defense Authorization Act 2019 (NDAA) is a United States federal law which specifies the budget, expenditures, and policies of the U.S. Department of Defense. Section 889 of the 2019 NDAA specifically prohibits the federal government, government contractors, and grant and loan recipients from procuring or using certain “covered telecommunication equipment or services” that are produced by certain Chinese companies and their subsidiaries as a "substantial or essential component of any system, or as critical technology as part of any system.”.
